Current source at 9205eb3f1908b94904b6d5400c32dcf3c4baf1b7 calls itself fair-code: main/community files use the Sustainable Use License, enterprise files are separately licensed, and non-main branches are not automatically licensed. It is therefore useful but not accurately described as “100% open source.”
